Without going too far in the weeds, pricing is different on steam in different markets. Games can be cheaper or have different content based on the region they were bought in. These are known as 'region locked' if you try to activate a key that does not match with the region you are in steam can and will take actions against your account.
Now it's never happened to me but I understand that the potential punishments range from simply removing the game to full on locking the account. That being said. I doubt the issue you are having is due to a region locked key. Start with basic stuff. Restart your pc, try to run steam as admin, try to run madmax.exe directly from the steam file as admin.
Some things to try: Simply restart your PC Make sure Steam isn't running in compatibility mode Reset your 3D settings in your video card control panel Run the game and Steam as administrator Make sure your anti-virus software isn't quarantining game files (Especially when using poor antivirus products like McAfee) Disable multiple monitors Update your audio drivers Run the game in compatibility mode Don't use third-party programs that force 3D settings in games Install the game to your default Steam folder on the C: drive.
